****Service Objectives:****

The contractor will independently provide support services to satisfy the overall operational objectives of the CDC, CDC Country Office, and the International Task Force team. The primary objective is to provide contractor services and deliverables through performance of infection prevention and control (IPC) technical assistance to the Ministry of Health (MoH) and in-country partners to plan, implement, and evaluate activities related to IPC.

The contractor will provide technical advice, training, and operational support as needed to improve IPC capacity of the MoH and the CDC Country Office in response to Ebola Viral Disease (EVD).

The CDC IPC Specialist will assist host country and other stakeholders with developing and implementing practices and policies to improve prevention, investigation, monitoring and reporting of the spread of diseases in healthcare facilities. The job includes education of healthcare workers regarding infection control protocols and policies. Incumbent will also work with MoH and key technical partners to promote the implementation of an IPC monitoring and evaluation (M&E) plan, and provide on-going technical support for IPC data collection and analysis. The IPC Specialist will be responsible for monitoring the implementation of CDC funded IPC activities in the field by conducting regular site visits.

In doing so, the contractor will work closely with CDC funded Government partners, including the MoH and the regional public health institutes to implement projects supporting the development of IPC infrastructures.

Contractor will also be involved in assisting CDC Country Office in monitoring the progress and quality of program activities and will provide additional technical support as needed.

****Task Requirements:****

Provides expert IPC technical leadership to CDC, MoH, and in-country partner organizations. The duties described in this service position encompass advanced professional capacity building to improve prevention, investigation, monitoring and reporting of the spread of diseases in healthcare facilities.

Participate with the CDC Country Office to provide overall expert technical support to Ebola response and recovery activities.

Assess the current capacity for IPC in the CDC Country Office and identify the areas that need improvement.

Responsible for providing technical advice and assistance to CDC technical staff and directors

and/or senior level officials of various collaborating departments and their staff (i.e., hospital directors, doctors, physicians, nurses, social workers, provincial health officers, etc.). Primary areas include the design and implementation of IPC guidelines, trainings, and monitoring systems essential to ensure adequate implementation of IPC activities.

Interacts regularly with all mid-level and senior CDC staff to provide technical support for IPC

related projects, as well as to provide valuable information needed for improvement of program implementation.

Address inappropriate or inconsistencies in IPC program interventions implemented at the country, district, or facility level; finding relevant solutions and training staff to follow new procedures; s/he analyzes issues to see if there is a pattern and recommending solutions to partners or leadership depending on challenge.

Assist CDC Country Office in the development of strategic plans for IPC capacity strengthening.

Provide Technical Assistance and support to the MOH to

  • Develop and implement IPC guidelines;
  • Conduct trainings for MoH and in-country partners on IPC policies and practices;
  • Assist with development of standard operating procedures and reporting mechanisms for the MoH;
  • Develop systems for the analysis, interpretation, and use of IPC surveillance data for public health policy making;
  • Conduct assessment of healthcare facilities to monitor implementation of IPC policies and practices;

Collaborate closely with WHO, USAID and other technical partners that are also working in support of IPC capacity building in the Ministry of Health.

Provide assistance and advisory support for ad hoc activities, including those related to Public Affairs and high-level political visits.

Other duties may include coordinating and facilitating meetings sponsored by CDC Country Office, writing progress reports, and providing support to other CDC grantees in the implementation of IPC programs.

Provide Ebola response support for emergent issues and prevention in bordering affected/high risk West Africa countries including Liberia, Sierra Leone, Guinea Bissau, Cote d’Ivorie, Senegal, and Mali.

****Minimum Qualifications and/or Certifications:****

The contractor must possess a Bachelor's degree in Medical Sciences or related sciences, or nursing degree with a minimum of five years progressively responsible work in nursing or public health. At least two years of experience working with MoH, public health systems, and/or NGOs. International experience outside of the United States is required.

A thorough knowledge of EVD and other infectious diseases is required, as is knowledge of EVD-related counseling, infection prevention and control, and public health surveillance and information systems. A good knowledge of computers, including Windows, word processing, and e-mail is required. The incumbent must possess knowledge of host country specific health delivery systems. Working knowledge of the objectives and operations of the USG, or the program activities of other international donor organizations, is required. In-depth specialist knowledge of USG public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of public health disease programs is required. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions.

French Speaking is required.

Preferred:

  • The incumbent must possess a detailed knowledge of infection control measures in resource limited environments.
  • Experience in preparing and facilitating trainings for in -service public health workforce development initiatives.
  • Experience in coordinating multi-agency public health programs at regional, national, sub national, local levels.
  • Individual will require competent data entry skills to be able to capture information from partners into required templates, forms etc. – this will be required for field base reporting and for data monitoring and reporting purposes.

Objective/ Main purpose

To act as a hub for information and analysis on the humanitarian and conflict situation and response to the Syria crisis, feeding into policy development, strategic communications, cross-Whitehall engagement and to Ministers. This will be in the form of high quality, periodic information and analysis products as well as timely responses to ad-hoc requests.

Responsibilities

  • Maintain an excellent understanding of the humanitarian situation, the conflict and response in Syria and the region, ensuring that queries on the same are answered in a timely, comprehensive and informed manner.
  • Using input from inter-alia in-country Humanitarian Advisers and Humanitarian Affairs Officers (HAO) , Programme Hub colleagues, Conflict Advisors, DFID partners, cross-Whitehall sources, produce updates on the humanitarian situation and response in Syria and the region on at least a weekly basis, and an update to Ministers on a regular basis.
  • Produce additional information products such as dashboards, info-graphics and PowerPoint slides as required.
  • Provide input toa range of products including, information notes, cross-Whitehall information products, parliamentary questions and DFID programme documents; ensure that information is accurate, up to date and verified in all DFID and XWH documents on the situation in Syria.
  • Provide bespoke analytic products as requested.
  • Provide technical oversight of information collection activities of field HAOs ensuring that field reporting is standardised and fit for collation.
  • Develop and maintain relationships with United Nations (UN), Red Cross/Crescent and NGOs to ensure that DFID’s access to information and analysis is comprehensive and timely

This will require working closely with country-based humanitarian advisers; colleagues from the Programme hub; the Conflict and Stability team; engaging with partners (in particular OCHA, UNHCR and other UN agencies) to ensure the Syria Team receives accurate, current information from them, including from their field operations with travel to the region, and from the London/HQ levels; sourcing information products from them; and monitoring media sources.

The incumbent will also engage with other staff working on the response to the Syria crisis including the Senior Economist, Senior Conflict Adviser, and other DFID advisers, as well as staff ad across-Whitehall.

Location and Management

For this assignment the Information Manager will report to the Deputy Head, Syria Strategy (Whitehall). The contract period is expected to be for one year

Skills and experience required

The information officer is expected to have the following skills:

  • very strong technical information management skills;
  • very strong communication skills enabling them to present information in a way that is clear and comprehensible to both the general public and a Whitehall audience;
  • very strong analytical skills enabling them to identify and explain trends and their implications for DFID and HMG policies and strategies.
  • The information officer should be an experienced humanitarian information professional. They should have direct experience of working both with DFID/HMG and humanitarian organisations. Experience in emergency response, and of difficult environments in fragile countries, is required..
  • A good understanding of the situation in Syria and the Middle East region is desirable.

CHASE OT is responsible for the rapid deployment of humanitarian response teams in support of DFID’s humanitarian efforts overseas, to a wide range of remote and potentially hostile environments, following natural disasters or conflict. This will include locations where there is no established HMG security architecture.

****Roles and responsibilities include:****

Provide up-to-date enabling security advice to the Deputy Director CHASE OT and Response Managers to support planned and reactive deployments.

Produce accurate and timely risk assessments and Safety and Security Plans (SSPs) to deployed staff.

Provide concise verbal and written briefs to support ministerial submissions, estimates and risk registers at senior levels up to NSC.

Engage across HMG and with other organisatons in UK and overseas to inform risk assessment and risk management.

****Essential Qualifications, skills and experience****

Substantial demonstrable experience in senior positions of security risk management that include hostile and fragile environments.

Recent operational experience within a large organisation, ideally covering security risk management in a hostile environment such as Afghanistan, Iraq, Libya, etc.

Experience of working within the humanitarian sector, and a demonstrable knowledge and experience of humanitarian theory, practice and architecture

Demonstrable experience working alongside a variety of government and non-government actors and an ability to build effective networks.

Person Specification

  • Applicants must have a minimum of a masters degree or the equivalent level of academic and professional experience in a subject related to humanitarian work.

  • The post calls for an experienced humanitarian adviser with a credible operational record. Candiates must demonstrate a thorough understanding of humanitarian programmes across a range of chronic and acute contexts. Experience working at Headquarters level, on humanitarian policy issues, is also desirable.

  • The post holder will have a solid understanding of the international humanitarian architecture including the role and the perforrmance of the various actors. S/he will also be familiar with the main initiatives underway to strenghten the international humanitarian system, including, for example, the Transformative Agenda.

  • The applicant will understand system-wide arrangements and schemes that underpin humanitarian response, including for example the international financing instruments and the cluster approach.

  • The candidate will be expected to work strategically and have the ability to influence internal processes, whilst at the same time have a demonstrated ability to design and implement practical programmes on the ground. S/he will have experience identifying and communicating evidence that helps inform policy.

  • Applicants will be expected to have broad cross-sectoral knowledge and experience, including for example an understanding of the main themes than support DFID’s disaster resilience agenda.

We need highly competent humanitarian professionals who can work strategically to influence internal and international processes, and who are also able to design and implement programmes on the ground. We want people with strong interpersonal skills, who can effectively network and work in collaboration with a range of partners and disciplines in across Whitehall, within other humanitarian agencies and at country level, and who can provide specialist advisory information, analysis and support in response to political briefings and parliamentary and public enquiries.

Strong programme management skills will be essential as will a commitment to work effectively with programme and administrative staff to meet our high standards of corporate reporting.

Some of our opportunities may require particular strengths for example regional or issues-based knowledge. In exceptional circumstances substantial experience will be accepted in lieu of higher degrees. Knowledge and extensive experience gained at a senior level working on or in developing countries and/or in fragile and conflict affected environments, is required.

You must be prepared and able to make rapid decisions, and this will often mean thinking ‘outside the box’. Given that decisions may affect the safety and security of colleagues, we will expect you to have a firm grasp of issues around security.

It is essential that you can demonstrate a high degree of fluency and skill in writing English. In addition fluency in other languages will be to your advantage. You must be computer literate and familiar with the usual Microsoft Office Suite of programmes.

Service Objectives:

Communications Advisor provides oversight of CDC Rwanda communications and public affairs activities to ensure United States Government (USG) funded programs are highlighted to support public health activities in Rwanda.

Task Requirements:

Under this task order, the contractor will independently provide all labor, supplies, materials and equipment (exceptions noted below) in support of the Centers for Disease Control and Prevention (CDC) and the Presidential Emergency Plan for AIDS Relief (PEPFAR) partners in accordance with the Statement of Work in support of CDC by providing the following services:

  • Consistently exercise excellent communication skills in sharing information about CDC programs to a variety of internal and external audiences through various outlets through writing, photography, video, and audio content

  • Finalize and implement a communications strategy plan identifying opportunities to highlight the United States government (USG) and CDC support for public health activities in Rwanda. Key activities highlighted in the strategy will include but are not limited to: messaging, planning and policy development surrounding signing ceremonies, facility openings, Ambassador Visits, CDC Country Director and VIP visits. As part of the communication strategy plan, the contractor shall develop briefers, scene setters, and promotion of journalist interaction with CDC activities, programs and partners; multi-media forums will be utilized to capture and promote positive CDC messages.

  • Write speeches, press releases, talking points, FACT sheets, and other media publications to be cleared by CDC Rwanda, PEPFAR, and US Embassy Public Affairs.

  • Collaborate with CDC-RW staff to draft and disseminate Quarterly newsletter that document CDC activities, accomplishments (success stories) and events.

  • Work with Public Affairs colleagues and the Office of the PEPFAR Country Coordinator to leverage interagency communication opportunities.

  • Attend Public Affairs/Diplomacy weekly staff meetings and participate in other interagency processes involving communications issues

  • Formalize and implement a process for planning events and official openings, in order to ensure adequate USG and CDC representation. Conduct regular presentations with public affairs representatives for each partner in order to formalize the communication strategies and policies.

  • Liaise with Embassy Public Affairs Office to research proper legal protocol and local Rwanda protocol/customs for taking and using photographs in publications; with specific attention to situations involving people being supported by public health programs. Ensure that CDC staff and visitors are aware of these policies and customs prior to arriving at sites. Contractor will also create formal processes and draft release forms to be taken to events and site visits.

  • Serve as one of the main points of contact for high-level visitors who come to Rwanda to view CDC programs, including event planning and material development. Liaise with CDC Atlanta and the Embassy to determine logistics and planning needs.

  • Attend, document, and report on multiple CDC and PEPFAR events happening in Rwanda.

  • Prepare written responses to US Embassy and PEPFAR Office on CDC activities and progress.

  • Provide technical assistance to Locally Engaged Staff (LES) and partners who will be giving presentations, speeches, etc.

  • Coordinate multiple events, openings, high profile and congressional delegation visits, and trainings provided by CDC Rwanda and PEPFAR. Liaises with technical staff to ensure that they have support when technical staff is assigned control officer responsibilities.

  • Regularly liaise with CDC technical teams and relevant staff to plan for upcoming CDC events and other media-worthy activities to ensure that appropriate steps and staff are in place to meet requirements.

  • Provides support to CDC Rwanda staff to write and edit documents related to program initiatives. Edit text for clarity, grammar, accuracy and consult on design and graphics to prepare materials for distribution

  • Provide leadership, guidance, and mentorship to strengthen CDC Rwanda’s efforts to build the capacity of CDC Rwanda staff on communications and public affairs activities.

  • Create a comprehensive database of site briefs detailing CDC programs across Rwanda. This database will be utilized to create briefing books as needed.

  • Ensure branding guidelines (USG and CDC) are understood and followed by CDC staff and implementing partners. This should be reviewed biannually in Partner Communications meetings.

  • Provide support to CDC program offices and implementing partner organizations to implement media strategies by organizing activities (press release, media advisories, remarks, media interviews, media trips, etc.) to ensure that Rwandans are aware of USG/CDC mission themes, priorities, and programs. A critical element of this includes the drafting/clearance of all remarks for CDC Rwanda Country Director, Chief of Mission, Deputy Chief of Mission, and representatives of CDC Rwanda. In addition, some materials will need to be drafted and/or reviewed by CDC technical teams to ensure accuracy and consistency of all communication materials.

  • Ensure that branding guidelines (USG and CDC) are shared with partners as well as CDC staff.

  • Provide branding templates, oversee and work with DDMO to procure program wide branding materials.

  • Along with DDMO, develop a SOP for clearing communication products.

  • Oversee, develop, and maintain all CDC public relations materials including: brochures, fact sheets, regional and sectorial profiles, presentations, visual displays, success stories for publication, and reporting to Atlanta and Washington. This shall be an ongoing activity.

  • Strengthen communication skills by providing support and work to strengthen efforts to build the capacity of CDC Rwanda staff on public health communication and public affairs activities.

Minimum Qualifications and/or Certifications:

  • Graduation from an accredited university with a bachelor’s degree in English, communication, international development, media arts, business, or closely related field.

  • Excellent coordination and interpersonal skills.

  • Willingness and ability to travel domestically and internationally.

  • Strong oral and written communication skills, including presentation experience to multidisciplinary audiences (USG officials, policy-makers, private sector staff, foundations, program managers, donors).

  • Excellent writing skills; good computer skills including PowerPoint, Excel, Word and other software relevant to presentations and graphics.

  • Level IV English proficiency required.

This role:

We are looking for an Operational Security Adviser to join our security team. The team currently consists of two other Operational Security Advisers and a Security Desk Officer. A projected increase in workload means that we need to expand the team.

The role involves advising the SU on security arrangements for its overseas deployees, as it serves the rest of Government (particularly DFID, MOD and FCO) in its efforts to tackle instability overseas. Tasks include:

  • Provide specialist security advice and support to SU activities and deployments to fragile and conflict affected environments, from planning and development through to operational delivery

  • Produce risk assessments and draft submissions that can be used to inform both risk owners and deploying staff on the risks and mitigations associated with deployments to specific, often high-threat, locations

Service Objectives:

a. To assist with the management of policy, health systems, and communication issues to ensure an effective transition to a more sustainable model of support from CDC-Tanzania to the national health system, with an emphasis on maximizing the impact of both financial and technical resources.

b. To participate in activity in four major domains of work within CDC-Tanzania: policy, coordination, Health Systems Strengthening (HSS), and program management.

c. In collaboration with CDC Tanzania, provide technical assistance and guidance to the Government of Tanzania (GOT), CDC’s 30 plus partners to include the International Center for AIDS Care & Treatment at Columbia University, Elizabeth Glaser Pediatric AIDS Foundation, The Ministry of Health-Tanzania, Management Development for Health, etc., and the USG health team on key health policy issues, including strategic direction for public health programming, sustainability, country ownership, and governance, as well as issues involving internal documentation and external outreach.

d. To serve as a recognized expert in current global health policy matters, including health financing, human resources for health, human capacity development, system governance, and integrated service delivery.

e. To provide technical guidance toward the development and execution of CDC-supported projects in these domains, and for communicating and/or promoting results to internal audiences, as well as the Tanzanian public.

f. To provide expert analysis of critical health policy issues for CDC, USG and guide the design of policy alternatives to address these challenges.

g. To work with other CDC and USG technical teams to ensure that their programs reflect an evidence-based health systems approach, are cost-effective and impactful, are consistent with USG principles, and meet the needs of Tanzania.

Task Requirements

1. Policy:

a. Support the Country Director with strategic planning, overall programming decisions, and coordination of technical activities

b. Provide policy support and guidance for CDC-Tanzania operational issues, including transition planning, program strategy, and various HQ initiatives.

c. Develop, in collaboration with other leadership and technical staff, models and tools to promote the sustainability of CDC investments and build local individual and institutional capacity.

d. Provide technical policy support and guidance to the interagency health team on transition strategy and annual planning preparation.

e. Support CDC-Tanzania partners on various other policy issues, as needed, including GOT reform and sustainability planning.

f. Write reports, abstracts, articles, and policy briefs and make oral presentations to disseminate public health evaluation findings and to advocate for policy changes and the evolution of health system related programs in Tanzania.

g. Represent CDC on USG and national working groups, including those charged with developing strategic and operational plans and policies. As needed, provide technical input and/or written content to USG technical teams for national policy documents.

h. Promote a cross-team, cross-program approach to public health, with an emphasis on integrated, sustainable solutions to critical problems.

i. Participate in development of planning and execution of high-level visits by USG representatives.

2. Coordination and Advocacy:

a. Improve understanding of CDC-Tanzania’s work within the Embassy, the Country, USG offices, headquarters, and the global health community.

b. Improve communication and coordination within CDC-Tanzania to ensure consistency of messaging.

c. Collaborate with CDC-Tanzania communications staff to develop and distributes a variety of internal and external communication (with various frequencies) using various methodologies and mediums.

3. Health Systems Strengthening

a. Provide mentorship and guidance for CDC-supported HSS activities.

b. Provide technical support to the GOT for health financing issues, including mobilization, needs assessment, and allocation of GOT resources.

c. Participate on matters related to governance, donor coordination, health financing, and analysis of Global Fund activities and programs for CDC Tanzania.

d. Participate in expenditure analysis, costing activities, and financial review activities, both within CDC-Tanzania and with partners, including the GOT.

e. Engage on discussions regarding on the development of physical infrastructure at health facilities and local institutions, including on electrification and sanitation.

f. Serves as an advisor of the policy and systems aspects of other programs across health areas.

g. Provide expert technical assistance and support for strategic planning for USG, CDC and GOT in HSS with focus on GOT plans and policies.

h. Promote a “health systems” approach in the work of other USG technical teams and provide technical guidance on cost-effectiveness and innovations in program delivery.

i. Provide expert technical advice GOT institutions on integrated and cost effective health policies related to comprehensive health service delivery, human capacity development, health systems leadership and governance, health information systems, health systems financing, health administration, procurement and supply chain, and infrastructure development.

4. Program Management

a. Support the grants management team with coordination, planning, and financial analysis.

b. Support the planning and process of transition of CDC grants and USG supported clinical and non-clinical services to the Government of Tanzania and other local partners.

c. Provide guidance and strategy for CDC's cooperative agreements related to HHS, and serve in a supportive management role on projects related to quality improvement, surveillance, information systems, and research.

d. Serve as the technical advisor for health systems and policy-related cooperative agreements.

Minimum Qualifications and/or Certifications:

  • Master’s Degree in Public Health, Public Policy, or Public Administration
  • Five -to-seven years of experience with public health program implementation and/or research with international experience in global health, particularly with PEPFAR.
  • Five -to-seven years of knowledge and experience in health policy, including education and training for health care workers, health systems financing, and health system governance.
  • Five -to-seven years of knowledge and experience in public health systems and programs at the facility, district and national levels, and an understanding of governmental efforts to decentralize and integrate health services, particularly in low-resource settings.

Service Title: Gender and Violence Technical Advisor

Place of Performance: Kampala, Uganda

Service Objectives:

The objective of this position is to provide technical advice, program support, and guidance on violence against children surveys (VACS) and gender-based violence and HIV programming among children, adolescent girls and young women in Uganda and other PEPFAR countries as needed.

Task Requirements:

Under this task order, the contractor will independently provide technical support services to the Centers for Disease Control and Prevention (CDC) in Uganda related to gender and violence-related program activities. The task requirements for the three main technical areas are outlined below:

Technical and Program Support for Gender Activities:

• Support field testing and implementation of tools and activities focused on preventing and responding to violence against children and GBV and participate in a weekly call with Gender HQ team and the Uganda Country Office Gender staff.

• Participates in activities related to planning, implementation, monitoring and evaluation of gender activities in Uganda as requested by the HQ Gender Team and the Uganda Country Office Gender staff.

• In consultation and collaboration with DREAMS Uganda Technical Lead at CDC HQ and the DREAMS Lead at CDC in Uganda, support DREAMS programming implementation and evaluation in Uganda priority areas.

Technical Assistance and Program Support for INSPIRE:

• Provide technical assistance for the implementation of INSPIRE in Uganda and work to ensure coordination with the Uganda Country Office DREAMS and gender programming.

• Provide technical advice, assistance, and guidance to PEPFAR country teams through on-site visits, teleconferences, and email for the implementation of evidence-based INSPIRE programming in selected DREAMS districts.

• Provide technical assistance with process evaluation and initial outcome evaluation of INSPIRE implementation.

Technical Assistance for Violence Against Children Surveys:

• Support various tasks related to Violence Against Children Surveys (VACS) planning, implementation, and reporting for PEPFAR VACS and participate in weekly call with VACS HQ team.

• Serve as subject matter expert (SME) to assist trainers with understanding key concepts and historical knowledge of implementing VACS to promote south to south sharing among PEPFAR countries.

Minimum Qualifications and/or Certifications:

Master Degree in Public Health with a focus on Epidemiology and Global Health

• At least five years of experience working with international violence against children surveys

• At least five years of experience working with HIV and violence overlap and exposure to gender programming and training

Prior experience working in Uganda (required) and other sub-Saharan African countries (preferred)

The Conflict, Humanitarian & Security Department’s Operations Team (CHASE OT) is contracted through Crown Agents by the Department of International Development (DFID) and the Stabilisation Unit (SU) to provide support services and an operational team delivering advice and assistance on humanitarian disasters and emergencies.

Role and responsibilities include:

This role is an excellent opportunity to support DFID’s humanitarian work in acute and chronic contexts, by helping to provide a fast and effective response to humanitarian disasters and by supporting institutional and partnership work to help build an effective international humanitarian system. We are looking for a Generalist Humanitarian Adviser with significant experience in protection and protracted crises.

The post holder will:

  • Provide humanitarian analysis and advice to help design and implement humanitarian response strategies for DFID. This will include conducting situation and needs assessments, identifying response gaps where the UK will have the greatest added value, drafting response strategies, and programming funds (including appraising proposals and drafting funding submissions).

  • Support the development and implementation of programme monitoring activities (this will include providing partner performance feedback). On occasion the post holder might be required to plan and participate in evaluation work.

  • Work with policy and programme staff to implement robust project cycle management principles. Where feasible and appropriate, the post holder will provide recommendations for improvement to systems already in place.

  • Support the practical application of DFID policy and agenda particularly with regards to system-wide initiatives underway to build a more effective international humanitarian response system in protracted crisis, with a particular focus on addressing refugee and migration protection concerns.

  • Where requested, assist DFID with briefings to Private Office, responding to Parliamentary Questions, MPs’ letters and enquiries from the general public.

  • Maintain contacts among humanitarian policy and practice professionals, including NGOs, the Red Cross family, Multilaterals, donors and the Private Sector as required.

  • Monitor displacement and migration trends, including key information networks, existing legal frameworks, humanitarian consequences of restrictive policies; access to international protection and assistance, and stimulate policy development and response in collaboration across diverse teams and departments;

  • Plan and prioritise work such that assignments are undertaken efficiently and effectively, following CHASEOT procedures in the execution of all functions including financial and administrative duties.

  • Contribute to overall CHASEOT activities in response to DFID requirements, including for example routine reporting, attending meetings in the UK and overseas, and preparing and delivering presentations.

  • Apply knowledge and expertise in identifying and mitigating safety and security threats for self and others.

    Qualifications:

  • Academic or professional study in protection preferred.

Experience:

  • The post calls for an experienced humanitarian adviser with a credible operational record. Candiates must demonstrate a thorough understanding of humanitarian programmes across a range of chronic and acute contexts.

  • The post holder must have operational experience in protection programming; furthermore experience with humanitarian protection issues faced in protracted and recurrent crises will be prioritised.

  • Experience working at Headquarters level, on humanitarian policy issues, is also desirable.

  • The post holder will have a solid understanding of the international humanitarian architecture including the role and the perforrmance of the various actors. S/he will also be familiar with the main initiatives underway to strenghten the international humanitarian system, including, for example, the Grand Bargain. The applicant will understand system-wide arrangements and schemes that underpin humanitarian response, including for example international humanitarian law, international financing instruments and the cluster approach.

  • The candidate will be expected to work strategically and have the ability to influence internal processes, whilst at the same time have a demonstrated ability to design and implement practical programmes on the ground. S/he will have experience identifying and communicating evidence that helps inform policy.

  • Applicants will be expected to have broad cross-sectoral knowledge and experience, including for example an understanding of the main themes than support DFID’s preparedness and disaster resilience agendas.

Service Objective:

The Technical Advisor for Laboratory will independently provide technical assistance and support services to satisfy the overall operational objectives of the CDC DGHT

* Program in Papua New Guinea, to strengthen the host country government laboratory systems supported through PEPFAR by accessing the Government’s proficiency in lab management, service delivery and application of quality improvement and control measures within the Central, regional and provincial hospital laboratories, provide training to improve those skills, and assist the CDC Country Office in monitoring the progress and quality of program activities. In addition, assistance in point of care (POC) HIV testing and viral load testing rollout in NCD is anticipated. The Contractor will participate as an advisor to the CDC technical team, PEPFAR USG team, and the host country government, providing expert technical support in developing laboratory skills, guidelines, protocols and quality assurance measures. The contractor will work in partnership with CDC Papua New Guinea, and other CDC partners; and coordinate related activities with the CDC Advisor for Field Epidemiology Training Program as needed.

Task Requirement

· Collaborate with the Government of Papua, New Guinea (GoPNG) and the host country Laboratory Consortium to conduct assessments of targeted central and provisional hospital laboratories to identify needs for lab management, service delivery and skills in application of quality improvement and control measures.

· Use assessment results and data to develop recommendations for strengthening HIV lab training, services and sites certification programs, use of practical quality assurance tools.

· Provide technical assistance, on-site and regional training(s) to strengthen knowledge and skills of laboratory personnel in the operations and management of laboratories based on assessment results.

· In collaboration with CDC Paupa New Guinea, provide technical guidance to the Papua New Guinea Central Public Health Laboratory (CPHL) Quality Manager (QM) in the development and implementation of a quality system plan of the requirements for the management system and technical competence needed to meet the International Standard, ISO 15189 for international accreditation especially for HIV rapid tests and HIV-related Point-of-Care (POC) testing.

· Develop strategies and work plans for long-term follow up and sustainability to monitor performance of testing sites and to document best practices.

· Collaborate with CDC Paupa New Guinea to advise the government on the formulation and implementation of sound policies for laboratory quality assurance and control.

· Provide input and assistance to the laboratory sections of the annual and semi-annual reports submitted by the in-country PEPFAR team to the Office of the Global AIDS Coordinator, Washington, DC.

· Travel to Rabaul and Unea New Guinea to conduct assessments of targeted central and provisional hospital laboratories to identify needs for lab management, service delivery and skills in application of quality improvement and control measures.

Minimum Qualifications and/or Certifications:

· Master’s level degree in laboratory sciences or a related field, with formal laboratory training in Biology, Chemistry and Laboratory science.

· Five years of post-graduate work in public health, public programs, or a related area and a working knowledge of good laboratory practice.

Service Objective:

The Senior Advisor for Field Epidemiology Training (FET) will independently provide technical support services to satisfy the overall operational objectives of the CDC DGHT*

Program in PNG to build the epidemiological and surveillance capacity of health care professionals to conduct surveillance for HIV and other diseases; and to detect disease outbreaks and protect the country against emerging infections. The contractor will serve as the principle expert, resource, mentor, advisor and consultant for Field Epidemiology Training in PNG and work in partnership with WHO-PNG, CDC, and other FET Papua New Guinea (FETPNG) stakeholders in developing on-going strategic planning, and providing program development, implementation, and evaluation support for the FETPNG**. Additionally, the contractor will provide technical support and training to the CDC, the host country government and partners in PNG for HIV surveillance, epidemiology and related public health topics.**

Task Requirement:

· Coordinate with CDC, the WHO-PNG and other CDC partners to assess the training needs in PNG with the purpose of developing, implementing, and evaluating the FET training program.

· Provide program expertise and technical assistance such as work plan development and implementation plans with FET participants and CDC partners.

· Provide training and mentorship on HIV and other epidemiology and related surveillance and public health activities to FET participants.

· Conduct site visits for the FET trainees during their fieldwork as necessary and prepare/forward directives, instructional, procedural or other materials to ensure effective implementation of FET goals and participant projects.

· Establish indicators by which to monitor and evaluate project goals and accomplishments.

· Conduct quantitative and qualitative public health research and interpret findings for implementation via FET program evaluations and other special studies as needed.

· Provide support to the CDC and the host country government to strengthen surveillance of HIV (especially in key populations - KP), TB and other diseases, utilizing the PNG FET program participants in KP sentinel surveillance, NCD clinic HIV reporting and the KP integrated bio-behavioral survey (IBBS).

· Implements training for various target audiences, to incorporate local expertise such as faculty trainings, physicians, health care workers, as well as implementing partners. Example of topics to be incorporated into trainings include: HIV surveillance, HIV epidemiology, bio statistics, health information systems, data quality assurance, monitoring and evaluation.

· Establish and maintain effective working relationships with the host country government, WHO, international donors and other CDC partners.

· Provide input and assistance to the surveillance sections of the annual and semi-annual reports submitted by the in-country PEPFAR team to the Office of the Global AIDS Coordinator, Washington, DC.

· Other duties may include coordinating and facilitating meetings sponsored by PEPFAR and assisting in providing input for the development of the annual PEPFAR Country Operational Plan submitted by the in-country USG PEPFAR team to the Office of the Global AIDS Coordinator, Washington DC.

· Respond within one business day to emails and phone calls from CDC-PNG and their partners.

· Travel to Madang, Rabaul, and Unea, New Guinea to conduct site visits for the FET trainees during their fieldwork

Service Objective:

The contractor will provide overall programmatic planning, technical consultation and assistance to the CDC Namibia Senior Management Team in aligning program services and portfolios to address 2015 Namibia Country Operational Plan for PEPFAR data driven requirements. Task Requirement

· In collaboration with the Country Director and CDC staff, review overall goals and objectives for the HIV/AIDS program in Namibia and integration of programs/staffing to address PEPFAR requirements, adjust and align with data driven needs in light of decreasing PEPFAR resources.

· In collaboration with CDC programmatic staff, apply a wide range of qualitative and/or quantitative methods to analyzing data for the purpose of providing recommendations for HIV care and treatment, prevention, laboratory, and strategic information programs to improve program effectiveness, efficiency and/or work products in accordance with PEPFAR data driven requirements and guidelines.

· Prepare reports and coordinate the preparation, and presentation of analysis information to CDC Senior Management staff for review and approval.

· Collaborate with the CDC Branch Chiefs and staff to create internal CDC work plans and work with the government to design implementation plans that will address Senior Management approved program recommendations affecting partners. In preparation create related reports, slides, etc., to share and discuss with government partners.

· Assist CDC Namibia in collaborating and facilitating the integration and assumption of existing operating HIV health programs and activities across a broader public health arena in order to refocus CDC funding and programs to targeted areas and populations per PEPFAR guidance and data.

· Provide scientific and technical guidance to host governments, implementing partners, in the development of public health programs, strategies, studies, and services as needed.

Minimum Qualifications and/or Certifications:
